Implicit encondig

Hi all!

We ran into an issue with a bank: they require the encoding to be implicit at XML declaration.

Sepa King creates an XML like this:

<?xml version="1.0"?>

But they require it to be:

<?xml version="1.0" encoding="utf-8" ?>

Is there a way to add this attribute at the current version? I can't figure it out.
