Using https://github.com/devcontainers/features/tree/main/src/conda, and similar to what we currently have for gitpod.

Preliminary but working version: https://github.com/tobiasdiez/sage/tree/conda-devcontainer

Add default devcontainer using conda (#35072)

Now that VSCode support [multiple devcontainer
configs](https://github.com/microsoft/vscode-docs/blob/main/remote-release-notes/v1_75.md#folders-with-multiple-devcontainerjson-files),
we can add a default config that uses conda (similar to the gitpod
config). Closes #34560.
