This moves the existing parse_pcap.py to be more accessible for users:

❯ miiocli devtools parse-pcap --help
Usage: miiocli devtools parse-pcap [OPTIONS] FILE [TOKEN]...

  Read PCAP file and output decrypted miio communication.


          Add parse-pcap command to devtools
