Change PhantomData type for BuildHasherDefault (and more) #92630

Changes PhantomData<H> to PhantomData<fn() -> H> for BuildHasherDefault. This preserves the covariance of H, while it lifts the currently inferred unnecessary bounds like H: Send for BuildHasherDefault<H>: Send, etc.

Edit: Also does a similar change for iter::Empty and future::Pending.

I've added another commit, doing a similar change to iter::Empty and future::Pending. In the former case, I needed to also implement a workaround against a compiler error that otherwise complained about function pointers allegedly appearing in a const fn (which errors even though just the type appears there, as an argument to PhantomData).

In turn, this allowed removing the explicit Unpin implementation for future::Pending, and the explicit Send/Sync implementations for iter::Empty. (Yay, less unsafe code.) Of course, it also lifts bound on all remaining auto traits, too, for those two types.
