This commit turns off PR builds happening on Travis, instead entirely relying on Azure for PR builds to succeed.

Hmm, did you explicitly want to leave on the (conditional) tools builder on Travis? |
I figure we can leave it for now yeah, but we'll lose it once we've fully switched. |
