doc: Remove out-of-place debug! note #13809

As of cc6ec8d, the Owned closures example uses println! instead of
debug!, making a note about seeing debug seem out-of-place in this
section.

Since debug! is not used elsewhere in the tutorial, remove the note
entirely.

The `if_not_else` lint can be fixed automatically, but the issue above
reports that there is no implementation to do so. Therefore, this PR
implements it.
