  1. Rename copying ascii::Char methods from as_ to to_ 

    Tracking issue: rust-lang#110998.

The [API guidelines][naming] describe `as` as used for
borrowed -> borrowed operations, and `to_` for
owned -> owned operations on `Copy` types.
