debuginfo test hanging on `arm-android`

As part of this pull request we wrote a test which is apparently causing debuginfo tests to hang when run on arm-android. @matthewjasper suggested we decouple the test harness issue from the PR. So this issue serves to track the issue with the test harness problem.
