This is an initial commit to allow us to track which teams are involved in an FCP directly. This will may be needed in order to support smarter rfcbot behavior when it comes to team FCPs.
I have mocked things out here and they seem to be correct, but I'm still trying to figure out how to actually test this on a real repo.
