In some environments (f.e. Azure) the root password is not set correctly as the environment is not created with openstack playbook.
Sometimes we need to access machine via web serial console interface and if the root password is not set, we can't to control it.
This commit will (if needed) change the root password to what we have in
secrets.yml
.
