backup_local: a role for /apps hardlink differential backups #627

Tested on HC and BB (virtual machine)
Please take a look at the role README.md for the information on how the role works and behaves
Added to the end of the single_group_playbooks/cluster_part2.yml
Confirmed that it does not change anything on the existing clusters that do not have defined local backup > was tested on the cluster without defined variables
The betabarrel configuration is coming in separate PR
