This fixes some pernicious problems with scientific and engineering notation formatting. Dropping trailing zeros would not work as advertised and, for some types of numbers (between 0-10 with many decimal digits), it would even error.
This PR is about fixing those problems and ensuring that these formatting functions have the
drop_trailing_decimal
option. Suitable tests will be added to cover the changes.
