DQMGUI backup changed from CASTOR to EOS

Changed index and root (data) files incremental backup commands from CASTOR to EOS

Added ME name to path in a directory list API

This is required because layouts can overwrite ME names and rendering
endpoint doesn't take layouts into consideration - we have to provide
a full path of an ME within a ROOT file.

The previous fix was incomplete, this one should be better.

After the addition of labeled references, DQMGUI was no longer able to understand old links containing references without the label field. This release fixes this recently discovered bug.

Using tinyurl.com to replace deprecated google url shortening service

Since google url shortening service was deprecated, tinyurl.com was chosen as an alternative.

A workaround to handle breaking change in Google URL Shortener

Added workaround to correctly handle URLs produced by changed Google URL Shortener API.
