Because of the changes in #937 (which were necessitated by ament/uncrustify_vendor#27), we need to do a new release of rosbag2 into Rolling. Until this is done, all Rpr jobs against this repository are going to fail the linters. This PR prepares the current state of the repository for a 0.12.0 release.
