Update and extend our PBP in line with our v4 focus. ## Includes: - Remove v3 references re memtest86+ and replace with newer info. - Update currently failing/outdated memtest86+ download url. - Add a wipefs cmd component, re mdraid/LVM. - Move entire file to semantic formatting.

On reflection, our addition here of the wipfs instructions would be better placed in the referenced disk wipe section as they are not strictly 'regular' pre-install procedures. But given we also have pending: |
