Naming Refactor
To match naming practices used by Parity (i.e. pallet-transaction-payment-rpc-runtime-api, frame-system-rpc-runtime-api), we should look at renaming the following:
Upgrade parity-scale-codec
The RPC uses 2.0.0 and should be upgraded to 3.0.0
