feat(frontend): frontend wait hummock version id for ddl

What's changed and what's your intention?

In #18570, in frontend we change to subscribe a pruned hummock version from meta node. In #18592, we will change to generate the query epoch by all the involved tables. Therefore, we need to ensure that tables created by ddl exists in the pruned hummock version in frontend. In this PR, we add the latest hummock version id to the ddl rpc response, and frontend will wait for receiving the hummock version of such id before return.
