[Documentation] Render our release note file to HTML in quarto-web

I am talking about the news folder https://github.com/quarto-dev/quarto-cli/tree/main/news

It would be good to have the release note file available in quarto.org to point to when we do releases, especially in bundle where we release only stable version. (like chocolatey or winget).

Currently we only show the all news in https://quarto.org/docs/download/ but with no stable url to find that back after release.

(no way to find the 1.2 release not in quarto.org now that we change to 1.3 for example)

I think it would be good to have those pages live on our website somewhere (even if hidden and one must know the link).

Something like https://quarto.org/news/1.2.md ?
