Add static release notes page on quarto-web #5321

The release notes are currently on the downloads page, https://quarto.org/docs/download/#download-section-news, but it is hard to link to a specific version's notes.

We could consider adding a static release notes page on quarto.org for major versions, e.g. links on blog posts about the release.

Perhaps something like quarto.org/download/release-notes/1.3.340/

These are available on github as part of the releases, https://github.com/quarto-dev/quarto-cli/releases/download/v1.3.340/changelog.md, but a formatted version would be nice.
