Open Platform API Announcement

This tool helps we watch announcements from multiple platform APIs and send notification to Telegram group

So that we can monitor new APIs, new changes to make decisions asap

Technical

1. Use github action to trigger and run scraper

2. Collect announcement and save to db/db.json

3. Send new announcement to Telegram group, Discord or Microsoft Teams
