Internal workspace workflow

Description

Not sure if this is absolute best way to do this but will let us share WORKSPACEs which leverage the internal build server in a private space. This should not effect anyone else's workflow.

NVIDIA folks can set up the env using git clone --recursive git@github.com/pytorch/tensorrt

Type of change

Please delete options that are not relevant and/or add your own.
