Upgrade tailwind version to support the newest release.

We are operating on an obsolete version of tailwind we should upgrade it to the latest one so that we have a ease in development and consistent design.

@anistark @farhaanbukhsh I see that we are on 11ty version 0.12, the latest version available is 3.0, should I go ahead and update this and all the relevant packages as well?

@farhaanbukhsh I tried upgrading the version, but a lot of things started breaking so I gave up on it. Can you assign it to someone else please. The guide that is mentioned above is for upgrading from 3 to 4. But ours is currently on 2. So when I tried upgrading it from 2 to 3, everything started breaking.
