Removed `pip-search` command as the search command is deprecated.

The above PR aims to solve the PR pending tag from the issue #12059. Resolving it by removing the pip-search option shown in docs (while executing pip help). |

Note that search is removed on PyPI, but I thought we'd decided to leave the command in place as other indexes may support it? Assuming that's still the case, completely removing the docs seems like the wrong approach. |
