Collect issues from CPython #28

In order to help capture the transition, here is a list of issues from CPython that were summarily closed as part of the deprecation of distutils there.

There may be more, but these were the ones I was following when it closed. We're not necessarily solving those here, but I wanted to capture the collection.

Since this effort was mainly for capturing outstanding issues, there's no work to be done but to keep these for reference, which can be accomplished with a closed issue.

Use extend-ignore in flake8 config (#33)

* Use `extend-ignore` in flake8 config

This option allows to add extra ignored rules to the default list
instead of replacing it.

The default exclusions are: E121, E123, E126, E226, E24, E704,
W503 and W504.
