hooks: add hook for fsspec #856

Add hook for fsspec to ensure that package's metadata and submodules of the drivers plugin are collected.

Similar comments as for previous PR:

  1. Update copyright year in the hook file to 2025.

  2. Update the news fragment as the hook is now only collecting submodules:

The last part requires from PyInstaller import isolated again, which might cause conflict with the previous PR.

I keep meaning to add a note to the readme telling people to put their new test at a random point in the test file instead of at the bottom so as to avoid merge conflicts with every other pull request that adds a test...

@bwoodsend after merging the hook-zarr one commit will be left to resolve the conflicts and to be ready to merge
