don't warn on fallback if no highlight theme was requested (#1264)

* don't warn on fallback if no highlight theme requested

* fix it for good

* move event back to build-finished

* better name, better doc

* cleanup

* simplify/safer

@choldgraf this function is being used by sphinx-book-theme so this change has broken new installs of the downstream theme.

@drammock pretty reasonable change considering its a _ function which usually means unpublished :-). Perhaps we should promote this to be a function used externally and we document that.

@choldgraf I will try and submit a patch later this evening if I can.

The problem is handled in #1274, I'm waiting for reviews to create a patch release where the method will be exposed.
