What does this PR do? Why is it needed?

  • Updates the light client consensus types which were introduced in epf-light-client branch
  • Removes SetNextSyncCommitteeBranchElectra and uses SetNextSyncCommitteeBranch instead

Which issues(s) does this PR fix?

Part of #12991
