Update the Readme and tutorials to mention Mesa 3.0 pre-releases.

Note that the updated tutorials will only be pushed to the latest version of Readthedocs, not to the stable version we normally link to.

Rebased on main, so the docs should render now.

I noticed the build errors. It looks like the build is working now as well as this one.
Do you need someone to merge?

Yes, docs build was fixed in #2206.
