Update automation for the operator redesign

WHY

Part of the CodeFlare operator re-design, as described in project-codeflare/adr#9.

Building and pushing a container image for MCAD is not needed anymore.

WHAT

• Remove the container image workflow
• Update the release workflow to remove steps related to the MCAD container image
