HLD: show/clear ip/ipv6 arp/neighbors

• Can we add the option to show if the entry is static/dynamic
• Can we add the option for the dynamic entries to show the time elapsed since the entry was added?
• Can we add the option to show only static/dynamic entries?

We also wanted to have similar features, like OS10. But currently SONiC doesn't provide this information.
