[Alpha][SelectPanel] Add aria-labelledby on the dialog in the SelectPanel

Add aria-labelledby on the dialog component in the SelectPanel. This change will ensure that the dialog is properly labeled for screen readers, making it easier for users to understand the content and interact with the dialog.
