Describe the bug

When zooming an image, if it's zoomed in to the toolbar, the image will appear over the toolbar hiding the buttons.

This is reproducible in the image preview section of Primevue documentation: https://primevue.org/image/#preview.

Steps to reproduce the behavior

Go to https://primevue.org/image/#preview and click on the image. Keep clicking zoom-in button. At one point, the toolbar is hidden.

Expected behavior

The toolbar should be displayed on top of the zoomed image.
