Short term fix for https://github.com/pretagov/nsw-demo/issues/533
Somewhat of a hack as 'relevance' as a sorting value is ignored by p.a.querystring/plone as it doesn't match an index. However, by setting a value, the default volto value of
effectiveis no longer set and the plone default is to sort by relevance.
