This PR fixes an issue where links were not scrolling back to the top of the page. The
asyncPropsExtendersused in both this package andvolto-siteinfowere not set to run only on the server. This caused the reduxloadProtectorcounter to fall out-of-sync and cause the delayed URL that the ScrollToTopComponent uses to not be updated.
