Change BlobFileId to uint64. (#4984)

Issue Number: close #4991

Problem Summary:

What is changed and how it works?

• Change BlobFileId to support more blob roll id (break backward compatibility for earlier master version)
• Change DB::PS::V3::Format::LogNumberType to support more log file id
• Checked the other type lengths in V3, no need to do the same change.
