Revert the retry applyRecord when loadEdit

What problem does this PR solve?

Issue Number: close #4937

Problem Summary:
The sequence is 0 when doing loadEdit, so that the gcInMemEntries can't remove the deleted pages.
After #4948, there is no need to retry applyRecord when loadEdit, so we can remove the retry applyRecord when loadEdit.

What is changed and how it works?

Remove the retry applyRecord when loadEdit.
