Add a force transfrom kvstore from v2 to v3

What problem does this PR solve?

Issue Number: ref #3594

Problem Summary:

• After user running in mix mode and kvstore transform is very slow.

What is changed and how it works?

• Force transform the kvstore from V2 to V3 when it restored.
