Enhancement

Currently, restore is forbidden when log backup task is there in order to assure the recoverability of the restored tables.
While in SaaS environment, it's a strong requirement to migrate data of certain schema/table using br restore. At that case, tidb br needs to lift the restriction and permit schema/table level restore even though log backup task is there, and also, the restored tables should be backed up by the log backup task.
