Create test template for the desktop installer

I'm currently creating an issue for testing the desktop app installer, and I'm basically winging it based on other test templates. It would probably be a good idea to have one around that is specific to testing the desktop app.

I just took a quick look, and it looks pretty good, thanks for creating this. One question: When it says "Describe level of testing required", can you specify a bit more what that means? We should probably have some examples like "full", "lite", or "spot-check" that are similar to what we do for sims. Cool?
