[Doc] Refactor tab widgets

Why are these changes needed?

This PR removes sphinx-tabs tab widgets in favor of sphinx-design tab widgets. We aren't using sphinx-tabs anymore; see #2 for more info.

Related issue number

Partially addresses ray-project#37944.
Depends on #2.
PR 8/x targeting ray-project#41115.
