Migrate to backend v4 with a job configuration.

Note: this is equivalent to #233 but from a branch rather than a fork.

This is a WIP thread used for deploying to development.

  • Deploy v4 and test basic functionality
  • Switch to release-jobs branch
  • Create test job config
    • convert to yaml
  • Add rabbitMQ to job config and test archiving
  • Add email to job config
  • Test that all features are working as in v3
  • Test v4 OIDC working

Keycloak and functional accounts now work.
jobConfig.json gets created from the github secret.

Deploy OpenEM MS-IV changes

- backend-next: release-jobs with job support, including rabbitmq (but limited validate)
- frontend: psi-deployment-openem
- basic jobConfig.yaml (from secrets)
