I added these fixes to make the release publishing work:

Use path dep in subxt to point to subxt-signer crate to avoid a cyclic dep (using the workspace dep brings a version number with it which makes it cyclic)
Update release notes to also remember to publish subxt-lightclient
Updated lockfile to avoid errors.
