add pov-recovery unit tests and support for elastic scaling #4733

there were previosuly no unit tests for this code - also some small cleanups - also switches to candidates_pending_availability in `handle_empty_block_announce_data`

LGTM! Im not super familiar with the code tho 👍
I added a version check for the parachain host runtime API so that we don't call the new function without it being available (on polkadot and kusama it wasn't yet upgraded) |
