This release introduces IL v4.0.0
This release works well with KenyaEMR V17.5.0 & V18.0.0,WebADT V4.0.1 and Ushauri Version 1.0.3

  1. Remove the 200 cap for sending attempts
  2. Enhance error message to inform user when a participating system is not available.
  3. Enhance IL dashboard to inform user when a participating system is online and when it goes offline
  4. Enhance IL to give priority to messages that do not have errors and less priority to messages that have errors, while attempting to send messages to participating systems.
