No command equivalent to occ

not sure if that will ever happen, but I want to have an issue to indicate why some core API tests are skipped.

Note: this is a general issue about the occ command, which will not be implemented the same in oCIS.

But often the occ command in oC10 is used to set system-wide settings in oC10. Many of those things may be implemented in oCIS, but the way that the system-wide setting is done by the system administrator in oCIS will be different. The test suite will have to understand the different ways to setup the system-under-test depending on if it is testing oC10 or oCIS.

There are other issues about the system-wide settings that are currently not available in oCIS bbut might be in the future. For example, #1328 for the system-wide settings applicable to sharing. Links in expected-failures files should point to those issues.
