How does Request Network decide to deploy to a new chain?

Considerations

The decision to deploy to any chain (EVM-compatible or otherwise) is driven by DEMAND in the form of:

1. Discussions with Builders in the RN ecosystem or chain participants who have done market research showing that Request Network would be used if it were deployed on a given chain.
2. Total Value Locked (TVL) as a proxy for demand

Deploying to an EVM-compatible chain that offers hosted Subgraph solutions is relatively easy:

1. Deploy and verify the payment proxy smart contracts
2. Deploy the payments-subgraph to the hosted Graph Node.
3. Update the Request Network SDK to support the new chain
4. Update the docs to show the new chain is supported

Deploying to a non-EVM-compatible chain is hard. Need to develop new smart contracts that are functionally equivalent to our existing EVM-compatible smart contracts.

Some of our contracts are Owned, so we'd prefer for the Request Network Foundation to deploy them.
