Bug: browse to another site works incorrectly in site management

Reproduce Steps:

1. running the website with domain {domain};
2. go to site management, create a new site with {domain}/child.
3. browse to {domain}/child, open site management, click the browse button for the new created site.

Expected Result:
the browser should be redirect to {domain}/child.

Actually Result:
the browser is redirected to {domain}, and the gear icon will not display in this statement, the icon will display after reload the page.
