Actualy this looks like a bug in MWoffliner because title is "विकी मेड मेडिकल इनसाइक्लोपीडिया हिंदी में" and this is only 25 characters big.

To me looks like an upstream bug in the validation library ajv, see ajv-validator/ajv#2425

The problem is that the ZIM specification expects a string length measure by grapheme and that we were doing a measure by bytes (or similar too).
