This PR does 3 things differently:

Fixes the fix block to use the new fix block: 3_811_908 per: reorder mul/div subtensor#808
Handles the case where a hotkey was swapped (at most once) in the interval
Calculates the emission per-tempo using the stake distribution at each tempo also


          fix script using new fix
