Prototype Ability To Downselect Tests

Task

The UTF will acquire a large number of tests that must be conditionally executed if, and only if, the starting/ending cluster versions are a certain configuration. As a specific example, if an upgrade from ES 7.10.2 to OS 1.3 is being tested, we should not run tests that are associated with OS 2.1.

We need to demonstrate a way to down-select which tests are run based on the cluster characteristics under test.

Acceptance Criteria

• Demo an update to the UTF such that it is able to use cluster configuration to pick between two different tests
